𝗛𝗮𝗻𝗱𝗼𝗴 𝗧𝗶𝘁𝘂𝗹𝗼 𝗣𝗿𝗼𝗴𝗿𝗮𝗺: 𝗢𝘄𝗻𝗲𝗿𝘀𝗵𝗶𝗽, 𝗦𝗮𝗳𝗲𝘁𝘆 𝗮𝗻𝗱 𝗦𝗲𝗰𝘂𝗿𝗶𝘁𝘆

The “Handog Titulo Program Para sa Mamamayan” is a continued joint effort of the national government through the Department of Environment and Natural Resources (DENR), Registry of Deeds and Local Government Units (LGUs). Furthermore, the stated program is part of the government’s land disposition program by virtue of Republic Act No. 10023 or the Residential Free Patent Act. The awarding was held in the Convention Hall of San Agustin, Romblon hosted by the DENR in collaboration with the LGU San Agustin.

OIC-PENRO Mr. Cesar P. Odi delivered the opening remarks of the program. He emphasized that this program is bringing change to the lives of our beneficiaries. It is very important to have a land title to ensure safety and security. The welcome address was given by the beloved Municipal Mayor Esteban “Denon” SF Madrona, Jr. Mayor Denon gave a sincere thank you to all the help from DENR, ROD, Vice Mayor, and SB Members. He also shared the story of how the program started in San Agustin, Romblon. Issues and concerns regarding the system of having lease of contracts for lands were raised. With this, the good mayor immediately asked for help and guidance from the DENR on how they can have massive issuance for both public and private lands to ensure security and rightful ownership and avoid problems/dilemmas. This is the birth of Handog Titulo which definitely solved the stated problem. Having the land title is assurance of the investments we are doing to our wonderful homes. Moreover, Mayor Denon is ensuring that all municipal lands are stable regarding documentary requirements, as his plan to invite National Government Agencies in San Agustin is going smoothly.

After the welcome address, the Records Officer from the Registry of Deeds, Mr. Elson John Magpusao delivered an inspirational message on behalf of the Deputy Registry of Deeds Atty. Renie M. Catajay. He stated that registering the patent is a vital part to one-hundred percent finish the process which was often forgotten by the owners. Another inspirational Message came from Mr. Felix S. Mirasol, Jr. CESO IV – Regional Executive Director, DENR-MIMAROPA. He shared that the Local Government Unit leaders have done a great job in completing the Comprehensive Land Use Plan and documentary requirements because the DENR would not be able to conduct massive issuance of titles if the requirements are not met. The efforts of great leaders should be recognized and commended. DENR is very excited with working with the LGU San Agustin for the dedicated work of Mayor Denon along with Vice Mayor Norman M. Fatalla and Sangguniang Bayan Members. Last but not the least, the very supportive Congressman Eleandro Jesus “Budoy” F. Madrona shared an inspirational message. He said that dilemmas regarding long-term residency with no land titles/patents are often heard. This is the reason why we should focus on helping the constituents to acquire safety, security, and ownership through the Handog Titulo Program. Through this program, the people would have less costs in acquiring patents. The process is also convenient as the help from the DENR, LGUs, and Registry of Deeds are present. Cong. Budoy extended his gratitude to DENR and offices involved in the program and hoped that this partnership would flourish further in the next years. We would also like to acknowledge the other main guests of the program: CESO VI Roger F. Capa, Schools Division Superintendent – DepEd Romblon, Office of the Regional Executive Director Arnoldo A. Blaza, Jr. and LMO III Chief RPS Allan T. Sendiong for further elaborating the goals of the Handog Titulo Program.

Afterward, various people from the municipalities of San Agustin, Sta. Maria, Looc, Odiongan, and Magdiwang for different establishments (public and private). After the awarding of patents, the closing remarks were delivered by Mr. Malvin R. Rocero – Chief Technical Services Division wherein he congratulated everyone for the successful program and expressed his gratitude to DENR as well as the LGU San Agustin.
