A
historical moment unfolded as LGU San Agustin and the entirety of the province,
together with the Civil Service Commission (CSC) RO-IV and FO-Romblon, successfully
conducted the Ceremonial Groundbreaking of the Civil Service Commission Field
Office – Romblon which will be constructed in Brgy. Poblacion, San Agustin,
Romblon. The location was deemed as accessible and convenient for public
service delivery not just in the province but the entire region which would
contribute both benefit to the agencies involved and the constituents. The
total land area donated is 600 square meters. It will be a three-storey
building complete with basic amenities that features office rooms, private
rooms, dormitories, storage rooms, records rooms as well as wide examination/training
areas.
This
momentous occasion was graced by the presence of distinguished personalities
including CSC Chairperson Karlo Alexei B. Nograles, CSC RO-IV Regional Director
Maria Leticia G. Reyna, ARD Radne B. Jomuad, ARD Josephine R. Altura, Dir. II
Rafael A. Prado, as well as our beloved and esteemed government officials,
Congressman Eleandro Jesus “Budoy” F. Madrona, Governor Jose “Otik” R. Riano,
Vice Governor Armando “Arming” M. Gutierrez, ever supportive Mayor Esteban
“Denon” SF Madrona, Jr. and Vice Mayor Norman M. Fatalla; as well as selected
Mayors around the province namely, Mayor Riza G. Pamorada of Alcantara, Mayor
Lorilie M. Fabon of Sta. Maria, Mayor Lisette M. Arboleda of Looc, Mayor
Christian LL Gervacio of Ferrol, Mayor Arsenio G. Gadon of San Andres, Mayor
Marietta F. Babera of Calatrava, Mayor Gerard S. Montojo of Romblon, Mayor
Egdon Sombilon of San Jose, Mayor Milagros F. Faderanga of Banton and Mayor
Elmer Fruelda of Corcuera. The respective Human Resource Management Officers (HRMOs)
of the respective Municipalities of Romblon also attended the event.
None
other than Chairperson Nograles shared in his speech that based on various
meetings and committee hearings in Congress, there has been a consistent dilemma
for job regularization and promotion of some particular workers in government
agencies. These specific workers have already served the public for long and
have acquired sufficient experience, knowledge and skills towards the operation
of their respective office/establishment however, unable to secure the
appropriate Civil Service Eligibility for regularization or promotion.
These
specific groups include Job Order (JO), Contract of Service (COS), Casual,
Contractual, Coterminous, employees holding Category III and Category IV
positions, as enumerated in CSC Memorandum Circular No. 10, dated 16 April
2013, and Career service employees with first level eligibility (hereinafter
collectively referred to as “JOCOSC6”). The guidelines shall cover JOCOSC6 if
the qualified personnel have taken, but failed in the Career Service
Examination (CSE), either CSE – Professional or CSE – Subprofessional level,
whether through the Pen-and-Paper Test (PPT) or other test modes, beginning
with the 3 March 2024 CSE and thereafter, and who have rendered an aggregate of
at least ten (10) years of service in the government as JOCOSC6 with at least a
Very Satisfactory (VS) performance rating or its equivalent in the
latest/available two (2) rating periods immediately preceding the date of
application for the grant of Career Service Eligibility – Preference Rating
(CSE-PR). This is great news for our long-term casual/contractual employees.

Budoy, Gov. Otik, and Vice Gov. Arming were unable to hide their excitement and
joy towards having the CSC Field Office in Tablas Island where most of the
population of the province is located. Through an inspirational message, each
of the head dignitary greeted and congratulated involved agencies for the
successful event. Cong. Budoy emphasized his excitement towards the
inauguration of the spectacular building. Moreover, Mayor Denon have extended
his gratitude as the ceremonial groundbreaking was highly attended by esteemed
government officials especially, the Chairperson Nograles himself despite his
busy schedule. Furthermore, the event was supported by all heads of agencies
and the CSC/LGU San Agustin Families. He expressed his utmost joy and pride that
San Agustin, Romblon was the chosen location of the highly-vital establishment.
All head dignitaries assured to give a hundred percent of their capability to
aide in the operation of the upcoming CSCFO-Romblon.
To
end, we would also like to acknowledge the presence of the dignitaries of the DPWH,
District Engineer Elena Castilan, Assistant District Engineer Boy Alexei Miñano,
Architect Jerry Y. Yap, PIO of District Engineering Office of Romblon and staff.
Moreover, Schools Division Superintendent Roger F. Capa, RSU President Merian
Catajay-Mani and official representatives from the Philippine National Police,
Bureau of Fire Protection and Philippine Coast Guard.
Last
but not the least, we extend our sincerest gratitude to the Municipal
Department Heads, Officials, Employees, San Agustin Singing Ambassadors, and
LGU San Agustin Family who have contributed their best efforts to make this
program very eventful.
